has declared an impasse in contract negotiations with the county.United Public Employees of California Local 792, a union that organized the workers a year ago, has been in discussions with the county over terms of its first contract for more than nine months.
Talks bogged down over economic issues, including a 4.9 percent cost-of-living raise the union wants for its workers, chief negotiator Steve Allen said Friday.
Other county workers got a 2 percent increase in 2009 and 2.9 percent increase in 2010, but the unrepresented IT workers didn?t. The issue was a factor in the union effort to organize the workers, Allen said.
?We understand the economic realities that we have all been suffering through, but this is an issue of fair treatment,? Allen said in a news release. ?It is not fair to grant a COLA to thousands of other county workers but to deny equal treatment of our members. If we were being treated the same, we would have no complaint.?
Unpaid furlough days is another issue, he said. The IT workers had them when most other county employees did not, he said.
?We have given more than any other group,? Allen said.
Union members are spread across all county departments. They work to keep the county information system running around the clock.

Two mediation sessions have been held to break the impasse. A third is scheduled March 16.
