EL PASO, Tex. (UTEP PR) ? The University of Texas at El Paso signed a cooperative and international affiliation agreement with Japan?s Kyushu Institute of Technology (Kyutech) on Monday, July 29 to form a new academic and research partnership. The partnership allows for faculty and student exchange, as well as collaborative research on advancing aerospace technologies.

KyuTech has been historically funded by JAXA, the Japanese Aerospace Exploration Agency, and plans to collaborate with the NASA University Research Center (URC), and Center for Space Exploration Technology Research (cSETR) at UTEP.

?This is more than just a signing ceremony,? said Ahsan Choudhuri, Ph.D., chair and professor of mechanical engineering. ?This is a long-term strategy to build this region into a commercial aerospace hub.?

He added, ?There is already an interest to utilize this region for aerospace purposes, so we are going to capitalize on this dawn of commercial space exploration by placing ourselves as the strategic lead of capabilities in the area.?

The University plans to work with two nearby entities: Spaceport America and Blue Origin. With a launch and test facility in Van Horn, Texas, Blue Origin, LLC is an aerospace company that plans to develop technology to enable private human access to space. Located in Sierra, N.M., Spaceport America is a launch site dedicated solely to commercial space flight to take customers into space.

Expanding off a winged rocket platform developed by Kyutech, the UTEP collaboration will result in a reusable, suborbital vehicle to validate emerging space technologies. UTEP will provide the propulsion systems and assembly of the vehicle that will utilize avionics and structural components from the Japanese.

?Our goal is to show that our capability goes beyond the lab and training students for aerospace careers,? Choudhuri said.

Richard Schoephoerster, Ph.D., dean of the College of Engineering, said, ?This ceremony is an indicator of the capacity building UTEP aims for in creating unique opportunities for our region while making international impacts. It also stands as an example of the many exceptional ways we find to educate, train and prepare a more advanced workforce.?

microscopes 3 150x150 Study: Cannabinoids Can Reduce Skin Cancer By 90%The Journal of Pharmacy and Pharmacology recently published a study from researchers at the Tokyo Metropolitan Institute of Public Health that shows cannabinoids can decrease up to 90 percent of skin cancer in a timeframe of only 20 weeks.

Researchers used a natural marijuana derivative known as synthetic cannabinoids which are characteristically more active. The examination was conducted on lab mice riddled with skin cancer over a 20 week period in which researchers discovered that cannabinoids played an instrumental role in reducing the mice?s skin cancer by up to 90 percent.

Furthermore, the study in question revealed that the synthetic cannabinoids were responsible for ?inhibiting tumor promotion.?

The present results suggest that synthetic cannabinoids, such as JWH-018, -122 and -210, may be used as cancer chemo preventive agents in the future.?

WASHINGTON (AP) ? Authorities rescued 105 children who were forced into prostitution and arrested 150 pimps and others in a three-day law enforcement sweep in 76 American cities, the FBI said Monday. The victims, almost all girls, range in age from 13 to 17.

The largest numbers of children rescued were in San Francisco, Detroit, Milwaukee, Denver and New Orleans. The campaign, known as Operation Cross Country, was conducted under the FBI's Innocence Lost initiative.

"Child prostitution remains a persistent threat to children across the country," Ron Hosko, assistant director of the bureau's criminal investigative division, told a press conference.

The FBI said the campaign has resulted in rescuing 2,700 children since 2003.

The investigations and convictions of 1,350 have led to life imprisonment for 10 pimps and the seizure of more than $3.1 million in assets.

For the past decade, the FBI has been attacking the problem in partnership with a non-profit group, the National Center for Missing and Exploited Children.

John Ryan, the head of the center, called the problem "an escalating threat against America's children."

The Justice Department has estimated that nearly 450,000 children run away from home each year and that one-third of teens living on the street will be lured toward prostitution within 48 hours of leaving home.

Congress has introduced legislation that would require state law enforcement, foster care and child welfare programs to identify children lured into sex trafficking as victims of abuse and neglect eligible for the appropriate protections and services.

"In much of the country today if a girl is found in the custody of a so-called pimp she is not considered to be a victim of abuse, and that's just wrong and defies common sense," Sen. Ron Wyden, D-Ore., said during a Senate Finance Committee hearing last month. Wyden co-sponsored the bill with Sen. Rob Portman, R-Ohio.

Texas Rangers reliever Tanner Scheppers was attacked by several young males near the team hotel in downtown Cleveland on Thursday night.

Scheppers said he was getting something to eat when he was ?sucker-punched? and he ?dropped like a sack of potatoes,? according to the Ft. Worth Star Telegram. He was later examined by a team doctor, and other than a headache and a back eye, he was fortunately okay. The righty did not pitch last night in a game the Rangers lost to the Cleveland Indians 11-8 in eleven innings. Manager Ron Washington apparently gave conflicting statements as to whether the pitcher would have been available for the game. Washington added that ?I wish it wouldn?t have happened, obviously. Things like this just don?t happen in Cleveland. They happen everywhere.?

He did not pitch tonight in a 1-0 loss to Cleveland.

Scheppers, 6?4? and 200 lbs., did not bother to file a police report because responding officers told him that this kind of mugging happens all the time and it was unlikely there would be any arrests. ?They said it happens a lot, actually. I?m just lucky nothing serious really happened? I was in the wrong place at the wrong time.? MLB security was also notified.

The relief pitcher added that ?[It was] one of those freak things. I was just getting food and was blindsided? it?s something you don?t want to be talking about. You want to be talking about baseball things.?

Scheppers was originally called up by the Rangers from Triple-A Round Rock in June 2012 when Derk Holland went on the disabled list. This season so far, Scheppers is 5-1 with a 1.74 ERA in 46 appearances. In 2012, over 39 games, he went 1-1 with a 4.45 ERA.

The Texas Rangers are currently in second place in the MLB American League West with a record of 56 wins and 48 losses.

Q: You have nine straight games with no byes. What are you going to do to make sure your team doesn't crash at the end of the season?

A: Stay healthy, stay focused and worry about the team we're going to play ? not the future or the week before. We're going to have to be a mentally tough football team. We're going to have to be a consistent football team. That's the main area of emphasis for us this offseason.

Q: How do you prepare your players for games against USC and Stanford and the inherent pressure?

A: That's why we do this. We like the pressure. We're competitors. That's one of the things I love about this football team. ? That's where you want to be. We have simply one goal at our place, and that's to be champions.

Analysis: Who's backing who as Syria's civil war threatens to spread

Syria?s two-year civil war has claimed more than?100,000 lives and sent at least 1.7 million refugees spilling across its borders.

It has already affected neighboring countries, and now threatens to drag in the United States.

What began as a popular movement, demanding the removal of autocratic President Bashar Assad, has become an increasingly sectarian conflict.

About three-quarters of Syria's Muslims are from the Sunni sect. However, the Assad dynasty, which has ruled the country since 1970, is from the minority Alawite sect which is close to Shiite Islam.?

The sectarian divide is important because it lies at the root of instability not only within Syria but also in Iraq and other pockets of the Middle East.

ASSAD?S FRIENDS

Iran
The Islamic Republic of Iran - a Shiite Muslim regional power - is a staunch ally of the Assad government and has been providing arms, military training and cash. If Assad falls, Iran will be deeply wounded.?

Defense think tank Royal United Services Institute (RUSI) sees the Syria conflict as part of a regional power struggle.

?It is increasingly clear that the world is confronting a crisis that extends far beyond Syria, threatening to deteriorate into a regional conflict,? a recent briefing paper outlined. ?Now part civil, part proxy, it has also become a great power struggle between Saudi Arabia and Iran.??

Iraq
After American troops toppled Sunni Saddam Hussein in 2003, Iraq?s Shiite majority became dominant. With this shift came regional alliances with Shiite countries including Iran and Syria.

NBC's chief foreign correspondent, Richard Engel, joins The Daily Rundown's Chuck Todd to talk about Iraq's civil war.

Iraq provides a helping hand to the Assad regime by allowing Iranian arms and fighters to cross into Syria from Iraq, according to Secretary of State John Kerry. It also allows vital resupply flights from Iran to cross its airspace.

But this support is not without its costs: Violence is slipping across the border into Iraq and inflaming existing tensions.?Deadly attacks are growing in Iraq, with the number of deaths due to violence back up at 2008 levels.?

RUSI warns that if the Syria conflict continues, ?the most important casualty of war is potentially Iraq.??

Russia
Russia is the Syrian government?s most powerful foreign backer and has stuck its neck out to support Assad?s crackdown.

It is helping the regime with weapons and even supports the growing involvement of Lebanese militia, Hezbollah.?It is also reportedly helping Syria?s elite get around international financial sanctions, and has been protecting the regime from U.N. sanctions by using its veto power?in the Security Council.

One theory for why Russia has been so resolute in its backing of Damascus is to ensure continued control of its only Mediterranean naval base, which is in the Syrian port of Tartus.

Russia has also invoked the specter of Islamic extremism in Syria, saying that Alawite Assad is fighting Sunni Muslim radicals. ?

ASSAD?S FOES

Saudi Arabia
The kingdom is the Syria opposition?s main backer, along with smaller Gulf state of Qatar, and has been sending billions in humanitarian aid and weapons to Syrian rebels.

It is providing advanced weaponry, including anti-aircraft and anti-tank missiles that it hopes will tip the balance for the rebels. ?

It is a follower of the strict Wahabi branch of Sunni Islam.?In backing anti-Assad forces, Saudi Arabia is challenging its main regional foe, Shiite Iran.?Some experts believe the Sunni-Shiite divisions are being exaggerated for political reasons.

?Saudi Arabia and Qatar have been willing to use sectarian language to make the Syrian conflict seem like a widespread attack on the Sunni population,? according to Chris Phillips, a lecturer at Queen Mary, University of London. ?It?s part of a regional cold war with Iran on the battlefield of Syria.?

Qatar
The small kingdom may exist in the shadow of neighbor Saudi Arabia, but it has big money and ambitions. It has been backing the rebels with humanitarian aid as well as arms, and is has been seeking a more prominent role in the region, offering to host peace talks in its capital, Doha.?

Like Saudi Arabia, it is a follower of the strict Wahabi branch of Sunni Islam.

United States
While the American government has supported anti-Assad forces with non-lethal assistance such as training, body armor, communications equipment and food aid, it has deep misgivings over whether to become more involved in the conflict.

Still smarting from unpopular interventions in Afghanistan and Iraq, the U.S. faces fears that deeper engagement in Syria will embroil it in yet another hard-to-exit regional conflict. There are also widespread concerns that American weapons will fall into the hands of radical al Qaeda-linked groups fighting with the rebels.

?Once we take action, we should be prepared for what comes next,? Chairman of the Joint Chiefs of Staff Army Gen. Martin Dempsey said in a letter to Congress. ?Deeper involvement is hard to avoid.?

Until June, the administration was opposed to providing any lethal assistance to Syria's rebels, but in June it said it was moving ahead with sending weapons to vetted members of the opposition.?

Turkey
Formerly a close friend of Syria, Turkey?s moderate Islamist government has become a supporter of the rebels and supplying them with arms, security sources and diplomats say, according to Reuters.?Officials also look the other way as rebels use the long and porous border as a resupply route.?

At Turkey?s request, NATO has installed Patriot missile defenses on the border to protect it from spillover from the war in Syria. The move was aimed at calming Turkey's fears that it could come under attack from Syria.

Turkey also houses 500,000 Syrians in towns and relatively well-equipped refugee camps on the long border with Syria. There is growing anger in Turkey against the newcomers, though, especially after a bombing in the border town of Reyhanli killed more than 50 people.

France
France, the former colonial power in Syria, was the first Western power to join the anti-Assad camp and has been pushing for a more committed international effort to help the rebels. ??

It is increasingly concerned that Syrian rebels are losing ground and has suggested it will boost shipments of technical, medical and humanitarian aid to the rebels, but declined request for weapons and ammunition.

CAUGHT IN THE MIDDLE

Lebanon
Schisms in Syria are mirrored in its tiny neighbor Lebanon, which is a mosaic of religious communities, each with their own allegiances.

Christian and Sunni Muslim communities strongly oppose Assad?s regime, remembering the oppression of the 30-year Syrian occupation of Lebanon.

On the other side is Hezbollah. Of all the regional players, the powerful Shiite militia that controls much of Lebanon - and forms part of the government - may have the most at stake in the civil war.?Should Assad fall, the military wing of Hezbollah will find it very hard to resupply arms.

It is for this reason that Hezbollah leader Hassan Nasrallah has decided to publicly throw his weight behind the Assad regime. Hezbollah fighters have great experience in guerilla warfare thanks to more than 30 years of confrontation with Israel.

Hezbollah's entry into the Syrian civil war has worsened the already tense relationships between Lebanon?s various religious communities, making it more likely that it will slip back into civil war itself.

Jordan
The estimated 540,000 Syrian refugees in Jordan are a huge strain on the ailing economy. Meanwhile, King Abdullah?s government is struggling not to get too embroiled in the Syrian civil war, and stresses that that it wants a political solution.

Nevertheless, Jordan allows American troops to train Syrian rebels on its territory and F-16 jets are positioned there.?

There are widespread fears in Jordan that Assad will deploy ?sleeper? terrorist cells to destabilize the country if it openly backs the rebels.?A Jordanian official recently told NBC News that officials there believe such an attack is inevitable.

Hamas: The Palestinians
The militant Sunni Palestinian group that governs Gaza used to have an important base in Syria?s capital Damascus, where it was both hosted by, and held hostage to, the whims of the Assad regime.

Hamas withdrew in 2011 after receiving support from Islamist movements sparked by the Arab Spring, and is now supporting Assad?s enemies. Palestinians in Syria are paying the price for the betrayal of their former host and patron, and have been driven out or targeted by bombings. Over 235,000 Palestinian refugees in Syria have been displaced, and more than 80,000 are now refugees again in neighboring countries, according to the U.N.

Israel
Although Syria and Israel are officially still at war, the relationship between the two has been relatively stable.?

One of Israel?s main worries is that Islamist militants will enter Israel through the Golan Heights, which Israel captured from Syria in the 1967 Middle East war.?While worrying that the Golan could become a springboard for attacks by militants among the rebels battling Assad, Israel has said repeatedly it does not want to be drawn into the fighting.?

"We are not seeking to challenge anyone, but no one will harm the State of Israel without a response -- a strong and resolute response," Prime Minister Benjamin Netanyahu told soldiers who took part in a Golani infantry brigade exercise in June.

Israel is believed to have carried out three bomb strikes this year in Syria targeting Hezbollah weapons caches but refuses to confirm or deny whether it was responsible.?

IN CONCLUSION

Although the civil war is centered on Syria, it is?risks inflaming unrest across the Middle East.??The whole region could face a sustained period of violence,? University of London's Chris Phillips added.

WASHINGTON (AP) ? Attorney General Eric Holder announced Thursday the Justice Department is opening a new front in the battle for voting rights in response to a Supreme Court ruling that dealt a major setback to voter protections.

In a speech to the Urban League in Philadelphia, the attorney general said the Justice Department is asking a federal court in San Antonio to require the state of Texas to obtain approval in advance before putting future voting changes in place.

This requirement to obtain "pre-approval" from either the Justice Department or a federal court before making changes to voting laws is available when intentional voting discrimination is found.

It is the department's first action to protect voting rights following the Supreme Court's decision on June 25, "but it will not be our last," Holder said in prepared remarks.

"Even as Congress considers updates to the Voting Rights Act in light of the court's ruling, we plan, in the meantime, to fully utilize the law's remaining sections to ensure that the voting rights of all American citizens are protected."

Holder said that based on evidence of intentional racial discrimination presented last year in the redistricting case in Texas, "we believe that the state of Texas should be required to go through a preclearance process whenever it changes its voting laws and practices."

In Texas, there is a history of "pervasive voting-related discrimination against racial minorities," Holder added.

The Supreme Court, on a 5-4 vote, threw out the most powerful part of the landmark Voting Rights Act, the law that became a major turning point in black Americans' struggle for equal rights and political power.

The attorney general called the Voting Rights Act "the cornerstone of modern civil rights law" and said that "we cannot allow the slow unraveling of the progress that so many, throughout history, have sacrificed so much to achieve."

July 24 (BusinessDesk) - The New Zealand dollar fell after figures today showed Chinese manufacturing was weaker than expected and Australian inflation was faster than anticipated, while at home traders look ahead to the Reserve Bank?s interest rate review tomorrow.

The kiwi fell to 79.66 US cents at 5pm in Wellington from 79.89 cents at 8am and 79.96 cents yesterday. The trade-weighted index declined to 75.18 from 75.43 yesterday.

The flash HSBC/Markit Purchasing Managers? Index indicated China?s manufacturing activity slowed to an 11-month low in July amid faltering new orders and a weaker labour market, sapping optimism about New Zealand?s second-biggest trading partner. Australian Bureau of Statistics figures showed inflation across the Tasman 0.6 percent in the second three months of the year, faster than expected, and eating into the prospect of another rate cut by Australia?s central bank. The kiwi fell to 86.01 Australian cents from 86.20 cents yesterday.

That comes ahead of the Reserve Bank of New Zealand monetary policy review tomorrow, where governor Graeme Wheeler is expected to keep the benchmark rate on hold at 2.5 percent, and may try to talk down interest rates, which have been creeping up in recent months in anticipation a weaker currency and booming housing market will start fuelling inflation. Traders are pricing in 39 basis points of increases to the official cash rate over the next 12 months, according to the Overnight Index Swap curve.

?There?s a chance of another wee push lower in the kiwi on the Reserve Bank,? said Imre Speizer, market strategist at Westpac Banking Corp in Auckland. ?The RBNZ will probably play the same story as it did in June, but there?s a risk they might try to nudge interest rates a little lower, because they?ve crept up since the last meeting.?

Speizer said the currency may trade between 79.50 US cents and 80.15 cents ahead of the central bank meeting, and still has room for a short-term lift.

?This is a temporary bounce, and once it?s done we resume the downtrend and go into the 70s (US cents),? he said.

New Zealand trade figures today showed an unexpected monthly surplus of $414 million, when economists were picking a deficit. The surprise came from a 25 percent slide in oil imports, which fell faster than sales of local dairy products, the country?s biggest export.

The kiwi slipped to 79.38 yen at 5pm in Wellington from 79.50 yen yesterday, and fell to 60.31 euro cents from 60.56 cents. It edged lower to 51.86 British pence from 51.99 pence yesterday.

House GOP, Democrats clash over immigration

WASHINGTON (AP) ? House Republicans took a tentative step toward offering citizenship to some unauthorized immigrants Tuesday, but hit an immediate wall of resistance from the White House on down as Democrats said it wasn't enough.

The dismissive reaction to the GOP proposal to offer eventual citizenship to some immigrants brought illegally to the U.S. as children underscored the difficulties of finding any compromise in the Republican-led House on the politically explosive issue of immigration.

That left prospects cloudy for one of President Barack Obama's top second-term priorities. Congress is preparing to break for a monthlong summer recess at the end of next week without action in the full House on any immigration legislation, even after the Senate passed a sweeping bipartisan bill last month to secure the borders and create a path to citizenship for the 11 million immigrants already in the country illegally.

At a hearing of the House Judiciary immigration subcommittee Tuesday on how to deal with immigrants brought here illegally as children, Judiciary Chairman Bob Goodlatte, R-Va., suggested that "we as a nation should allow this group of young people to stay in the U.S. legally." House Republican leaders have embraced offering citizenship to such immigrants, and Goodlatte is working on a bill with Majority Leader Eric Cantor toward the goal.

It is something of a turnaround for Republicans, many of whom in the past have opposed legalizing immigrants brought here as kids. And some Democrats and immigration advocates said it was a welcome development showing the GOP has moved forward since nominating a presidential candidate last year, Mitt Romney, who suggested that people here illegally should "self-deport."

Yet even before the hearing began Democrats dismissed Goodlatte and Cantor's not-yet-released legislation, saying that any solution that doesn't offer citizenship to all 11 million immigrants here illegally falls short.

Over Twitter, White House senior adviser Dan Pfeiffer slammed "the cruel hypocrisy of the GOP immigration plan: allow some kids to stay but deport their parents."

That drew an angry response from Rep. Trey Gowdy, R-S.C., who chairs the immigration subcommittee. After reading Pfeiffer's tweet aloud at the hearing, Gowdy labeled Pfeiffer "a demagogic, self-serving, political hack."

Cantor spokesman Rory Cooper also responded to Pfeiffer, asking over Twitter: "If White House opposes effort to give children path to staying in only country they know, how serious are they about immigration reform?"

In fact, Democrats and immigration advocates pushed hard in past years for legislation offering citizenship to immigrants brought as youths. The so-called DREAM Act passed the House in 2010 when it was controlled by Democrats, but was blocked by Senate Republicans.

But now, with a comprehensive solution like the one passed by the Senate in sight, Democrats and outside activists say they won't settle for anything less.

"Legalizing only the DREAMers is not enough," said Rep. Luis Gutierrez, D-Ill. "I cannot imagine for one minute that Republicans, who also honor the sanctity of families, want to legalize the children, but leave the rest of the family vulnerable."

Some Democrats and outside advocates also contended that Republicans were advancing a politically attractive measure just to give themselves cover to avoid dealing with all the immigrants here illegally. They noted that as recently as June the House's GOP majority voted to overturn an Obama administration policy halting deportations of some immigrants brought to the U.S. as youths ? a policy put in place after Congress failed to pass the DREAM Act.

"Don't be fooled. This is not about the DREAM Act. It's about politics and the Republicans' attempt to make it look like they are taking immigration reform seriously," said a statement from the Fair Immigration Reform Movement.

Republicans warned that such opposition could backfire.

"Attempts to group the entire 11 million into one homogenous group in an effort to secure a political remedy will only wind up hurting the most vulnerable," said Gowdy.

Cantor and Goodlatte have not released details of their legislation, but it is likely to be narrower in scope than the DREAM Act, which would have offered legal status to people under age 35 who arrived in the U.S. before age 16 and had lived here for five years and obtained a high school diploma. Slightly more than 2.1 million immigrants could have qualified, according to an analysis by the Migration Policy Institute.

A series of GOP lawmakers voiced support at Tuesday's hearing for some solution for immigrants brought illegally as kids. But the sentiment was not universal.

Rep. Steve King, R-Iowa, a leading immigration hardliner, said such an approach would amount to a "backdoor amnesty" that would "sacrifice the rule of law on the altar of political expediency."

King also came under attack for comments he made to the conservative news website Newsmax last week, where he downplayed the idea that many unauthorized immigrant youth are high-achieving. "For every one who's a valedictorian, there's another 100 out there that weigh 130 pounds and they've got calves the size of cantaloupes because they're hauling 75 pounds of marijuana across the desert," King said.

Rep. Joe Garcia, D-Fla., told King that such language is "offensive and it is beneath the dignity of this body and this country."

"What he said is wrong," House Speaker John Boehner, R-Ohio, said of King's remarks.

"There can be honest disagreements about policy without using hateful language," Boehner said in an emailed statement. "Everyone needs to remember that."

Earlier Tuesday, Boehner insisted that though House Republicans have rejected the Senate bill, they were committed to dealing with immigration and they just wanted to do it in a step-by-step, deliberate fashion.

"Nobody has spent more time trying to fix a broken immigration system than I have," Boehner said.

White House spokesman Jay Carney responded to that with derision.

"The idea that you can ? oh, I don't know ? declare yourself to have been more committed than anyone to improve our immigration system and then have nothing to show for it is a little laughable," Carney said.

A new rumor appears on Monday on the web about an unannounced Nokia handset that will still run Windows Phone 8. Following the launch of the Nokia Lumia 1020, the first 41-megapixel PureView camera phone running Microsoft?s mobile operating system, the Finland-based phone maker will reportedly launch a new phone with mid-range specifications, cheaper price, but with a larger display that would compete with the Samsung Galaxy Note 3.

Of course, selling a phone on lower price point will give Nokia an advantage over Samsung right off the bat, but can the mid-range specs convince consumers to switch to Windows Phone 8?

Nokia Lumia 625?

According to a report posted by a Finland website, the Nokia Lumia 625 will join the saturated smartphone market soon ? and to compete with Android devices sporting larger display, Nokia has decided that the 625 will offer a large 4.7-inch IPS LCD display with 480 x 800 resolution, 1.2GHz dual-core Snapdragon S4 processor, a 5-megapixel back-facing camera, front-facing video chat camera and support for LTE.

And to support its larger display with fewer pixels per inch than other rival phones, the handset will reportedly include a 2,000mAh battery. Additional reports suggested that the Lumia 625 will take the price point between the Nokia Lumia 720 and the Nokia Lumia 920.

Can the Nokia Lumia 625 add additional Windows Phone 8 users? Can this phone outsell rival phones running Android mobile operating system? ?

Sallie Mae says post-recession, parents paying less for college

It's no secret the recession wiped away many Americans' wealth and savings while altering spending habits. That has changed how many families are paying for college.

A survey released Tuesday by Sallie Mae found that parents are now contributing less of their income for college than they did four years ago.?

Instead, families are relying more on grants and scholarships to cover the costs of higher education. They are also cutting expenses from the traditional college experience. Fewer students are living on campus, and they are fast-tracking coursework in order to finish college sooner.?

?In this post-recession environment, families overwhelmingly believe in the dream of college, yet they are more realistic when it comes to how they pay for it,? said Jack Remondi, Sallie Mae's chief executive.?

The survey found that scholarships and grants pay 30% of college expenses -- that's up from 25% in 2009.

The average amount of financial aid has also increased, jumping to $6,355 from $4,859 in 2009.

Parents have struggled to pay for their children's education. Now, 27% of their income goes toward paying for college. That's a drop of 10 percentage points since 2009.?

The recession has also placed a higher value on getting a degree, the survey found. Nearly 90% of parents said going to college is an investment. That's up from 80% in 2009.?

Still, while attending college is a priority, many parents and their children are balking at attending expensive schools. About two-thirds of families eliminated schools during the application process based on cost.?

Students are also tailoring their college experience to be more frugal. Fifty-seven percent of students choose to live at home instead of living in college dormitories, which tends to be more expensive. That's up from 44% in 2011.

NEW DELHI: The coming months are likely to see interesting configurations in India's foreign policy.

Prime Minister Manmohan Singh is looking at a November visit to China ? with both governments keen to showcase it as a unique occasion where two premiers would be visiting each other within a calendar year. In the run-up to the visit, India is hoping to use the opportunity to work on some kind of a boundary agreement, which, if successful, would be a hurrah for Singh and his team.

However, a boundary agreement might become difficult as weekly reports of Chinese aggressive patrolling in the Ladakh region hardens Indian public opinion. In addition, the Chinese government may be unwilling to invest political capital in an Indian government on its last legs. In such an atmosphere, a border defence cooperation agreement ? being negotiated here from Tuesday ? may be the best the two countries can come up with.

The PM's prospective visit to Beijing is likely to come soon after a much delayed visit to Washington, scheduled for October. After Obama's visit to India in 2010, the Indo-US bilateral account has gone into a deep slumber, helped by irritants such as New Delhi's nuclear liability law, Washington's indifference, rising protectionism in the West and India's economic slump. As US vice-president Joe Biden embarks on his maiden tour of India this week, New Delhi is showing it wants to breathe life into the relationship again.

Another event this week has been significant for India: Japanese premier Shinzo Abe's comfortable victory in the Upper House elections has been closely watched here. The India-Japan relationship, already in top gear, was elevated after Abe's victory. Manmohan Singh lost no time in visiting Abe, and sources said the Japanese premier was waiting for the July endorsement from the Japanese people to restart crucial nuclear negotiations with India. With Sunday's election results, Abe has emerged as one of the more powerful political leaders in his country's recent history.

The nuclear agreement ? vital from the Indian point of view ? is necessary for New Delhi to be able to source nuclear components and reactors from other countries as well. If these negotiations succeed, Abe has indicated he may visit India before the end of the year. That would make it the second such event in a calendar year.

US- South Africa War Games: The Pentagon?s Hidden Agenda is to Make ?Africans fight Africans?

The Pentagon is involved in organizing war games in different part of the World.? The stated military mandate is national security and the ?Global War on Terrorism?.

The South African media has reported the holding of military exercises involving the US military and the South African National Defense Force (SANDF).

The South African and US armed forces are to conduct war games in the Eastern Cape over a period of almost two weeks (24 July to August 5)

The joint war games are to be coordinated by USAFRICOM?s? ?US Army Africa Contingency Command?.

?SA Navy Captain Jaco Theunissen said the militaries would share technical expertise during the exercise, which would start on 24 July and end on 5 August, and would involve 5 000 soldiers.

?We are exercising to do a human support intervention in an unstable country,? said Theunissen.

?What we simulate is what is currently happening in a lot of countries in the world, especially in the African continent.

?You?ve got warring factions destabilising the country?. We are exercising the war fight, where you will fight against rebel groups.?

Medical units would also practice giving basic medical healthcare to a local population in an unstable warring environment.

All branches of the SANDF ? the army, air force, navy, and health ? would participate.?? (Times Live South Africa, July 18, 2013, emphasis added)

What these official statements imply is that The Republic of South Africa is slated to participate in US-NATO sponsored ?humanitarian interventions? directed against so-called ?unstable countries?.

These July-August war games were prepared in prior exchanges in February at USAFRICOM headquarters in Vicenza, Italy? between the U.S. Army Africa Contingency Command and SANDF commanders:

Col. Vuka Sean Mahlasela, 44th Parachute Regiment commander, South African National Defense Force, or SANDF, said the exercise helped both forces learn to cooperate with each other and improved the relationship between U.S. and South Africa.

?Joint and multinational operations have become the norm of the day. The national defense forces play a very significant role to be able to operate with regional, international and multinational forces to test tactics and share skills and knowledge as well as to learn from each other as multinational forces,? Mahlasela said.

Some of the training in which SANDF participated included basic command and control of a multinational exercise; intricacies of joint task force operations; requirements of different logistical infrastructures; and proposed ways on how to run meetings, which the U.S. military calls ?Seven-Minute Drills.? These February training and briefing sessions for SANDF commanders were intended to create conditions, whereby the SANDF would directly collaborate with the USAFRICOM in US led military operations on the African continet:

?[SANDF] will take back to their leadership how to better synchronize and collaborate with the U.S.,? said Palacios, a Bronx, N.Y. native. ?This is the success that was achieved during these last few days and will set us up for long-term success during Shared Accord in July.?

While the stated purpose of the war games is to ?protect Africa?, the real objective is imperial conquest. Washington?s hidden agenda is to ?make African fight Africans?.

It is worth noting that the SANDF was recently involved in fighting rebel forces in the Central African Republic, in which 15 SANDF soldiers were killed.

Korea

In April, the US completed a two-month-long ?Foal Eagle? exercise military exercise in Korea involving several thousand air, ground and naval personal.? The objective was to trigger increased tensions on the Korean peninsula.

Australia

On July 18, the US commenced the largest joint war games in Australia?s history involving 20,000 US troops.? The military exercises ?which are part of the Pentagon?s ?Asia Pivot?? are being staged on Australia?s eastern seaboard.

The Obama administration?s so-called ?pivot to Asia? involves the repositioning of American military forces throughout the Asia-Pacific region as well as strengthening US military alliances and strategic partnerships in that part of the world.In order to display its military might, the Pentagon leads multinational military exercises each year in the Asia-Pacific region, which is a ?very dangerous escalation of US military presence,? Rozoff said.

The exercises are ?a cause of severe concern to countries like China and to Russia.?

Rozoff described the US military as ?out of control? that needs to be disarmed and pacified by the international community.

The US and Australia have strengthened their alliance in recent years. The US military is building up its presence in Australia and plans to send 2,500 Marines there on six-month rotations each year starting in 2016. (Press TV, July 19, 2013)

The Google Maps of the Week


Over the years there have been many, many Flickr maps built with the Google Maps API. Luminous Cities is probably the best yet.

Luminous Cities allows users to visualise Flickr data for a number of major cities worldwide on Google Maps. The Luminous Cities maps provide a platform for users to explore Flickr data by location, time, tags and number of views. The application therefore has a large number of possible uses, for example it can be used to explore the locations where most photos are taken in major urban areas.

Using the time-line filter it is possible to explore how popular photography locations change over time. It also allows users to explore specific events, for example photos uploaded during the 2012 London Olympics.?


This week I was also impressed with how the Asia Foundation used the Google Maps API to present the results of their annual survey of Afghans. Since 2006 the Asia Foundation has undertaken a yearly survey in Afghanistan to measure how Afghan citizens assess their country?s future.

In the survey Afghans are asked a number of questions including, "Is Afghanistan headed in the right direction?". The Asia Foundation has now released a Google Map that visualises the results of the survey by region and by year. Visualizing Afghanistan: A Survey of the Afghan People allows the user to view the results for each question and compare the results given by year and by region.?


Mapping Protest Data is a Google Map of worldwide protests this year. The map uses 2013 protest data from the Global Data of Events.

The heat map shows a high level of protests throughout Europe and the Middle East. If you zoom in on the map you are able can see individual points. You can click on the points to view more information about the specific location and the number of protest events.

The creator of the map, John Beiler, has blogged about how the map was created and even has a theory about the lack of protests shown by the map in the US.

Explosion rocks Beijing airport in China, witness says

An explosion hit the Beijing airport in China Saturday, prompting police to order people to leave a terminal. TODAY's Jenna Wolfe reports

An explosion hit Beijing airport in China on Saturday, prompting police to order people to leave one terminal, a witness said.

Stephanie Kleine-Ahlbrandt, of the International Crisis Group think tank, was at the airport when the blast happened at about 6:30 p.m. local time (6:30 a.m. ET).

?Huge explosion followed by panic, smoke and dust at Terminal 3,? she said on Twitter.

?Lots of excitement, police v angry, shouted crowds back and told everyone to leave,? she added.

She posted a photograph of the scene, showing the air clouded with dust after the blast:

The official Xinhua News Agency said a man in a wheel chair swas responsible for the explosion, just outside the arrivals exit of Terminal.

The Sina Weibo microblog of state broadcaster China Central Television said the bomb consisted of black gunpowder used to make firecrackers.

A photograph posted on?China's official Xinhua news agency's English-language website showed medical staff treating someone who was lying on the ground.

Chinese state television reported that the only person taken to hospital after the blast was the suspected bomber. However local media said a police official also suffered a minor injury.

Beijing International Airport Authority later said that arrivals and departures were operating normally.

4 Kid-Friendly Home Improvement Projects

With school being out for summer, some parents may be looking for creative ways to spend quality time with their kids. Day camps, music lessons or spending the afternoons with Grandma are common summer pastimes for kids, but when it comes down to it, most children enjoy spending time with Mom and Dad. One way to spend some great family time together while also being productive, is to plan out a few simple home improvement projects that you and your kids can work on together. Not only will this keep your youngsters busy, it will provide the perfect opportunity to get some quality time with them.

Here are a few more reasons to do a family home improvement project:

  • Gives your kids a chance to use cognitive skills, keep their bodies and minds active and prevent boredom.
  • Helps keep them away from mind-numbing distractions like video games or cartoons.
  • Gives them a chance to learn about home safety and how to properly use tools.

Need some ideas for kid-friendly home improvement projects? Here are a few we came up with:

1. Plant a garden.

Would your child enjoy helping you dig in the dirt? Maybe they?d enjoy helping you plan and create a small vegetable garden? Kids like to help in decision making, so maybe take them to the nursery to help you pick out flowers or seeds. Kids can also help with the tasks of digging, watering and fertilizing. A garden is great too, because it will teach kids the responsibility that comes with taking care of something.

Check out the following video for a cool pallet-to-garden conversion project. Kids can help with planting the plants, sweeping the soil into the slats and watering. Older kids could help staple the landscaping cloth, but be sure to provide adult supervision at all times.

2. Paint the mailbox.

If your mailbox could use a fresh coat of paint, why not get your kid to help out? This is a pretty simple painting job that can be completed in a day. Have your child help you wash the dirt and debris off the surface, then let them help you dry it off. If your child is old enough, show them how to properly paint the surface, then hand them the brush and let them give it a try. Younger children who may not be as coordinated, can still be good helpers for this project. Have them stir the paint, or give them a small section (and a small brush) to paint with. Just be sure to provide supervision at all times.

3. ?Make concrete stepping stones.

These are simple, easy and fun to do ? though they can be a bit messy, so be warned! You can usually find kits for these at craft or home improvement stores. The process is pretty straightforward. You mix the concrete, pour it into a mold, and decorate/personalize the stone before the mixture hardens. If you can?t find a kit, don?t worry. You can create these concrete stepping stones on your own by gathering all the necessary materials.

4. Add solar lights to your yard or walkway.

This is super easy. Your kids can most likely do this all on their own (still with supervision, of course), as all it requires is literally putting a light in the ground. Buy some inexpensive ones from your local hardware or bargain store (the kind that are mounted on stakes) and have your kids help decide where to place them. Once the sun goes down, go outside as a family to admire the new look. Better yet, if the weather?s nice, grab some snacks, sit on the porch and enjoy the pretty?nighttime?view as a family.

As a final tip, before you go planning a total home renovation, keep in mind that every child?s skill and comfort level with handling projects will vary. Don?t give your kid more than they can handle, and be sure to always supervise their work. Remember ? safety first!

Koreas meet again for talk on restarting factories

SEOUL, South Korea (AP) ? Officials from North and South Korea are meeting for the third time this month to discuss how to restart a stalled inter-Korean factory park which was a key symbol of cooperation between the countries.

Seoul's Unification Ministry says Monday's talks are taking place at the North Korean border town of Kaesong where the factory complex is located.

In their previous talks, the countries agreed on a desire to revive the complex but couldn't agree on how to do so.

Operations at the Kaesong complex were suspended in April when tension ran high in the wake of North Korea's February nuclear test.

The park opened in 2004 during a period of rapprochement between the Koreas. It blends South Korean capital and management skills with cheap North Korean labor.
